Harpham Calms Down

Interim Eureka Police Chief Murl Harpham has an editorial in both dailies today to clarify earlier comments regarding what he sees as ineffective – and even harmful – recovery programs for meth addicts. As Fred notes, Harpham took some heat over his previous statements.

Harpham has thrown strong statements to the media lately, but it’s resulted it some good public discussion about this critical issue. Phillip Crandall, the director of Health and Human Services had a great editorial recently pointing out the illegality of cutting off services, and the public health riskes posed by letting problems go unchecked.

Harpham says “in [Eureka], drug use is on the rise, crime is on the rise, meth deaths are on the rise, homelessness is on the rise.” Whether or not all of that is true (which crimes?), it is interesting to go to the website he recommended and compare crime rates in Eureka with that of other cities. In every search I did, Eureka had the highest rate of rape when compared with Oakland, Sacramento, Seattle, Los Angeles, San Francisco, Las Vegas, Washington, DC, and Detroit. Yet this doesn’t seem to be a priority among police (especially when they are blaming women for hurting themselves).

Harpham’s editorial lost me, however, when he accused residents of being “too busy raging about the police shootings” to care about the number of meth overdoses and deaths. This is just empty-headed. Meth is not a flag you can wave to make everyone forget about other issues hurting Eureka. The fact that Cheri Moore “had a history of meth use” didn’t justify her killing, nor does it negate the questions that linger over the SWAT tactics that killed her.

    Cheri Moore actually recovered, and im willing to bet public health had a hand in it, although I do not know for a fact. So has Murl watched one to many zombie movies?

    What is with Eureka? I compared it to Arcata and Fortuna and both towns have about half the crime rate. Meth is not just a Eureka problem, but a regional problem, indeed national. So what is with Eureka? Looking at this chart actually makes me wonder what else besides drugs is going on here. Because their are a few places with a worse speed problem than eureka. A few.

    Wouldn’t it be nice if Paul Gallegos made more of the rape cases he’s supplied with? The prosecution of these cases is in his lap-oh that’s right he has better things to do like go after Palco again.

    Your linked story is just a opinion piece, do you have a real new story to back up the case of “Another of our sisters/daughters/nieces/friends was attacked this weekend in Arcata.”? I wasn’t in town around the time this happened.

    I mean, time, case number, news story, something other then a opinion piece on a case that happened in Arcata, not Eureka. Arcata PD isn’t Eureka PD, so I don’t see why this is in this story. Completely different.

    So basically, Eureka has an astonishingly high rape rate, compares to cities like Washington DC, Baltimore, Detroit yet the cities north and south of Eureka have half the crime rate, the one to the north arguably having a bigger drug problem and homeless problem as a percentage of its population. OK thats not healthy.

    This is the first place I have ever heard of a rape problem in Eureka. Where are the police on this? Why are more cars jacked here than in Oakland?

    This just sounds like police incompetence. Thanks for bringing it up Burl.

    Well wake up – for the last 3-4 years law enforcment has said that crime in Eureka is out of hand. But all the Gags supporters and even Gags himself said crime was down. Yeah right.

    When Gags said he has made the place safer, I guess he meant safer for the meth freaks, the rapists, the robbers and the thiefs. And thank you Heraldo for just now catching on. This could have meant something before we got stuck with this moron for another four lying years.

    I’m not defending Gallegos, but it begs the question… How were any of the police shootings related to the DA’s office? How many of the people pointing guns at officers or whatever were plead down, or incompetently prosecuted – and as a result were free on the street to do their misdeeds???

    Leave it to bloggers to comment on every and anything. Murl’s My Word this morning was balanced and fair. Its ok for us to have opinions but not Murl huh? The guy is crusty and likeable whether you agree with every word out of his mouth or not. You want to argue with crime statistics-go ahead.

    But hey maybe you should look at where social services is located while you’re wondering why Eureka has a higher crime rate than other places. It could just be Murl hit it on the noggin when he said Prop 36 was at the bottom of this mess. We could maybe get an Rx for ProActive and circulate a petition to add accountability to Prop 36.

    Pass a Pee Test and keep your govt check! Fail a Pee Test and leave it on the counter-Better luck next time!

    Blaming rape on Gallegos is fucking pointless. Lots of people got raped under Terry Farmer. But as usual, it’s only a subject of interest when it can be used for political mud slinging.

    Cops need to go after rapists and meth manufacturers the way they went after PL protesters.

    Some of the PL protesters, like many true-believers, just love it when they can goad law enforcement into over-reacting. It makes the protesters look noble by comparison, no matter what they have done to provoke the confrontation with the “cops.” It gives the protesters the saintly aura of the martyr. Our domestic protesters only seek the appearance of martyrdom, not the type of martyrdom that involves the actual loss of one’s life.

    If we consider the possibility that preventing and punishing crime involves the citizens whose lives are affected by it, who are victims or witnesses or who know the criminals and victims, and the police, the judges and the DA’s office, and if we analyze those elements separately and together, perhaps we gain insight into the problems facing Eureka and Humboldt. This is an area in which it is fashionable to despise law enforcement. The police are vilified, the prosecutors are expendable, jury duty is a joke, witnesses are intimidated, cases are not charged and if charged are plea bargained down to nothing. This is the society we have built together: why are we so unhappy with it? Isn’t this what we wanted? Everyone does whatever they want, without consequences to anyone except the “non-progressives” who are very very bad and we dont’ like them.
    Get the data. Compare how many felony arrests are made, how many of those felony arrests are charged as felonies, how many of those felonies are bargained down to misdemeanors. See how many cases, either felony or misdemeanors, actually result in significant jail or prison time. See how many times the criminal merely gets a probation violation for a NEW crime, or a parole violation for a NEW crime, meaning that the new crime was a freebie and all s/he had to do was the time on the old crime. All this factors in to a general sense that
    there are no consequences for doing whatever you want, taking whatever drugs you want, taking othe people’s property, or body, or baby, or life. It’s Garberville rules, every man for himself, screw the cops and the law and anything or anyone else I want. Welcome to 21st century Humboldt. That light you see coming is the one working headlight on Mad Max’s Interceptor.

    Where would you suggest these stats are available? Paul Gallegos supposed upgraded the DAs office to modern computer technology but last time someone asked him a question they are still waiting for a real answer.

    Can we get real time results online, or do we have to file a freedom of information request? Can the press corps do this and publish results-how about it editors?

    Heraldo has hit an all time low with his comments that that police don’t seem to care abour rape! Mr. H. are you talking about EPD, California Cops, cops over the US ? Or was this just a blanket slam on all cops, maybe even the cops in England or Japan?

    How do you prevent rape ? Other than maybe by jailing or imprisoning men that have assualted or terroised women previously. If they get probation or double secret probation for assaulting a woman do you think that will prevent them from doing it again or moving up to rape. Heraldo you are such an asshole.

    For those Gallegos fans who continue to rag on the EPD for the Cheri Moore shooting call up GAG’s and demand that he make a decsision! How long does it take? Let’s get real how ling does it take? Thre reports have all been done for 6 or 7 months? Gag’s hasn’t done his job on making his official ruling on the Moore shooting, the Burgess shooting, the Honda shooting, or the Cooke shooting !!!!! That’s his job! That’s what he gets paid over $100 K a year for with unlimited vacation! If you folks are really concerned for Eureka put some pressure on Gallegos to do his job.

    With cases prepared by such an Excellent staff in the past few years at the Humboldt District Attorney’s Office-things are headed for a downturn with the mass defections of late.

    If editors are going to be looking at stats-keep your eye on the timeline too. He’s on his own in that office. Dismal results expected very soon……

    Statistics, as anyone who ever took the class in high school knows, can be made to say anything you want. Is the sexual assault rate really higher here, or is it just that it is reported more? Is it not possible that because of more awareness, better advocacy, and better services, that sexual assault victims are more likely to report it here than say, Oakland?

    7:44AM you may have a good argument about the rape or sexual assault crimes but that’s only part of the whole crime picture in Eureka and Humboldt County. Statistics can be manipulated and decieving BUT!! For anyone that has been around Eureka for more than 10 years it is obvious that Things have changed, and not for the better. Think about how many murders and assaults associated with the marijuana industry go unreported? In Eureka, Arcata, and the county the dope robberies are usually only reported if someone is shot, injured, or the incident is witnessed and reported by a non participant. What about crimes against the homeless? I have no inside info but I would imagine lots of crimes against the homeless also goes unreported.

    Hellhole is fairly accurate. Sad but true.

    Collecting the stats would require either voluntary release or a 6254 gov’t code request to each agency. Every PD, and the DA, keep stats showing what comes in and what goes out. The DA makes a point of calling it a win if his stats show the case got a plea to anything, even if a felony is bargained down to a no time misdemeanor. The cops will say a case was solved if they make an arrest or send a complaint request to the DA, even if it turns out they got the wrong guy or the DA dumps or loses the case. But overall, it would be an easy job for any competent newspaper reporter to do. Or a citizen with a few stamps. The same request, just changing the address, would work. Go on line and read California Government code section 6254 and the sections following.
