Bass in the 4th, sez Reporta

Local indy journalist John Osborn heeded the call by this blog to investigate how it was that Mayor Virginia Bass moved from the 1st to the 4th County District without changing houses.

According to Osborn, a GIS system improperly placed Bass in the 1st District after her house was built.

[T]he system placed her in the First District, more specifically the west side of district 1E-41. It turns out her residence is actually in 4E-25…

[T]he Elections office investigated the matter, calling in Humboldt County Surveyor Dave Ryan to find out the specifics. The results of the investigation showed that Bass clearly lived in the Fourth District.

    Did the surveyor make the 700 foot measurement from the centerline of Bunhe south on W if extended to find the southeast corner of the northwest quarter of the southeast quarter of section 26, T. 5N, R. 1W. Then take that point west to S street to see if the residence is north or south of that line or just point to a map.

    My understanding is that the surveyor went out to U Street and did the measurements back in 2008.

    Well, it was good for 137 comments peppered with innuendo, conspiracy, and legal hair-splitting. Guess thats all just a pox on society.

    The earlier description was that the district line ran along very near the edge of the lot. Would still be interested to know where the line is relative to the building.

    What isn’t bullshit about the issue is timing. As in Bass questioning it up conveniently just before the supervisor race. Wonder if she otherwise would have been content to vote in the 1st. Or was that not how it happened?

    So I shouldn’t be curious about how Bass was found to be in the district she wanted to run in just before the time she needed to announce, after years of voting in the other district? I guess some of us actually think with our brains and others just sit on em.

    I thought I read here on the Herald that Virginia’s neighbors continue to vote in the 1st district…how is that possible? Misinformation?

    As referenced in the excellent reporting….(good Job Reporta), Bonnie Neely may be residing in the 3rd district. In fact, after this came to light I looked and it indeed looks like Bonnie may not be a resident of the 4th. Will the Herald be paying as much attention to her residence? Or is this attention only warranted for more conservative candidates?

    Go to Google maps and look at a satellite photograph showing the street and house. If you know which house it is you can take a ruler and find out which district the house is in yourself. Heraldo?

    John has really fallen short here, you have too easily accepted this half-ass answer, all of us have seen the GIS map which is a variance which other maps. lets see the surveyors report. This doesn’t add up. the line on the GIS map appears to be off by at least 75 feet.

    Heraldo and the Reporta may have broken the Humboldt story of the last 40 years. It’s out there now and it looks like Bonnie may have some splainin to do on her residence. (not the story Heraldo was going for).

    If so, every vote she has cast in an official role is now subject to challenge in court. Seriously, every vote. We won’t have to concern ourselves with our amateur investigations. The big boys read this blog, and no doubt, calls, emails, and lawyers are now looking into just where does Neely live.

    She is alone among her neighbors now that she votes in the 4th.

    I suggested John look into the elections office reasoning for allowing the switch. After the Herald noted in April 2009 that Bass was seeking to change districts no further info was made public about it.

    Here’s a link; if the cars on Buhne are 15 feet long, then the house pointed to by the green arrow is inside 700 feet but the others are dubious. Pan up once or twice or three times to get to Buhne on the map. You can make the labels go away to get a better look at cars.

    You could also take a tape measure and measure the length from the end of one of the driveways on Buhne to the shoulder or parking line on the opposite side to get yourself a scale. Or you could measure a particular house-to-house distance along Buhne. Or you could involve a fifth grade class studying maps and scales and ask them to come up with the answer. (Sorry, fifth-graders, if it’s covered before fifth grade.)
